Purpose of the Role

The Head of Recruitment & Selection will lead Teach for Uzbekistan’s efforts to design and implement a comprehensive talent acquisition and selection strategy, ensuring that the organisation attracts and admits the most capable graduates and professionals from Uzbekistan and abroad into the Fellowship program.

This role requires an executive-level HR leader with expertise in strategic talent acquisition, executive search methodologies, and competency-based selection frameworks. The successful candidate will be able to design systems that guarantee both the quality and diversity of Fellows, while positioning Teach for Uzbekistan as an employer of choice for high-potential leaders in education and social transformation.

The Head of Recruitment & Selection is also a member of the Senior Leadership Team and contributes to the overall organisational strategy and vision.


Key Leadership Competencies

Strategic Leadership

  • Develop a clear and compelling vision for attracting Fellows from both local and international talent markets.
  • Define strategic priorities for recruitment and selection aligned with organisational growth.
  • Use data-driven recruitment analytics, workforce planning, and evidence-based HR practices to continuously improve outcomes.

Organizational Leadership

  • Build and manage a high-performing Recruitment & Selection team with clear structures for accountability, performance, and collaboration.
  • Develop and manage the Recruitment & Selection budget and resources efficiently.
  • Foster a professional, ethical, and collaborative team culture in line with TfU’s values.
  • Strengthen cross-functional collaboration with Training & Support, Alumni, and Communications teams to ensure a seamless candidate experience.

Recruitment & Selection Excellence

  • Lead the design and execution of a comprehensive recruitment strategy targeting top Uzbek and international universities, corporate networks, and professional associations.
  • Apply executive search techniques, strategic sourcing, and competency-based assessment methodologies to ensure a rigorous and fair selection process.
  • Oversee and continuously refine assessment centres, interviews, and evaluation tools to ensure predictive validity for Fellow success.
  • Build and sustain external partnerships with universities, corporations, and institutions to ensure a robust talent pipeline.
  • Ensure diversity, equity, and inclusion principles are embedded in all recruitment and selection practices.


Key Responsibilities

Strategy & Execution

  • Develop and implement annual recruitment campaigns for Fellows across Uzbekistan and abroad.
  • Position Teach For Uzbekistan as a leading career pathway for outstanding graduates and professionals.
  • Leverage alumni and networks to expand outreach.

Selection Strategy & Execution

  • Oversee the end-to-end selection process, ensuring fairness, rigour, and consistency.
  • Implement and refine competency frameworks, psychometric tools, and structured interviews.
  • Train and support assessors to ensure standardised evaluation across cycles.

Team Leadership & Development

  • Build, coach, and manage the Recruitment & Selection team.
  • Provide clear performance expectations and support professional development.
  • Create succession pathways and internal talent pipelines for leadership

Stakeholder Engagement

  • Develop high-level partnerships with universities, scholarship programs, and corporate leaders.
  • Represent Teach for Uzbekistan at recruitment fairs, conferences, and education events internationally and domestically.
  • Strengthen TFU’s employer brand to attract top talent.

Organisational Contribution

  • Contribute to Senior Leadership Team discussions and decisions.
  • Provide thought leadership on talent acquisition, leadership pipelines, and HR innovations.
  • Support the Alumni and HR teams in leveraging recruitment systems for staff hiring.


Required Qualifications

  • Master’s degree in Human Resources, Business Administration, Organisational Psychology, or related field.
  • Minimum 7 years of professional HR experience, with at least 3 years in a senior managerial or executive-level recruitment/talent acquisition role.
  • Demonstrated expertise in:
  • Strategic talent acquisition
  • Executive search and strategic sourcing
  • Competency-based assessment frameworks
  • Recruitment analytics and workforce planning
  • Proven ability to design and manage large-scale recruitment and selection processes.
  • Fluency in Uzbek and English (both spoken and written).

Preferred Qualifications

  • International recruitment experience, particularly with top global universities.
  • Professional certifications in HR or talent management (e.g., CIPD, SHRM, HRCI).
  • Familiarity with applicant tracking systems (ATS), HR analytics platforms, and psychometric testing.
  • Knowledge of Uzbekistan’s education and labour market.
