We are looking for a Senior Manager to join AIFC Authority’s Budgeting Department. This role combines strategic oversight with hands-on execution of budgeting and planning processes. You will design effective budget models, manage approvals, analyze spending trends, forecast future expenditures, and ensure compliance with regulations. Additionally, you will review budget requests, optimize processes, and provide advisory support to AIFC Bodies and organizations.
Key Responsibilities
Budget Formation & Approval:
- Formulate, submit, and defend AIFC budget requests to the Ministry of Finance.
- Secure approvals for AIFC and its Bodies and Organizations.
Strategic Planning & Analysis:
- • Development and implementation of effective budgeting models for AIFC bodies and organizations within the framework of achieving the set KPI AIFC.
- Analyze financial data, identify variances, and forecast future expenditures.
- Propose improvements and model budget plan scenarios to achieve effective and efficient financing of AIFC bodies and organizations.
Compliance & Reporting:
- Prepare and defend budget execution reports.
- Draft internal regulations on budgetary matters.
- Ensure strict compliance with AIFC internal policies, regulations, and legal requirements.
- Maintain confidentiality and accuracy in documentation.
Collaboration & Advisory:
- Provide advisory support on budgetary and financial matters.
- Coordinate with stakeholders to align financial plans with strategic objectives.
- Ensure timely submission of information and adherence to deadlines.
Qualifications
- Education: Bachelor’s degree in Finance, Economics, or Accounting (Master’s preferred).
- Experience:
- Minimum 3-5 years of experience working in government agencies and/or the quasi-public sector in finance, accounting, budgeting, strategic planning, or related fields (with an emphasis on accounting functions).
- Strong analytical, critical thinking, and problem-solving skills.
- Excellent communication and negotiation abilities.
- Ability to work autonomously and meet deadlines.
- Proficiency in Microsoft Office; languages: Kazakh, Russian, English.
